Private Sector Innovation Wanted for Transportation Operations Centers


Governor McDonnell announces VDOT has opened the gates to competition on private sector ideas

RICHMOND - Governor McDonnell announced today that the Virginia Department of Transportation (VDOT) has initiated a procurement seeking private sector interest to operate, integrate and innovate the state's transportation operations centers. VDOT currently operates centers in five geographic locations that monitor traffic conditions via cameras and other technology, providing traveler information on road conditions and coordinating congestion management and incident response.

"We must use technology to get the most of our transportation system and VDOT is looking for a partner who will do that," said Governor McDonnell. "The end goal is find and employ state-of-the-art technology to keep traffic moving, manage congestion and respond to incidents."

In coordination with the Office of Transportation Public-Private Partnerships, VDOT released a Request For Information (RFI) seeking interest and suggestions from the private sector on how all five centers can better operate as one system and deliver improved services to motorists. Based on information from the RFI, VDOT will develop a procurement strategy and solicit proposals to operate and invest in the centers.

Under the procurement, a single respondent will be selected to operate all five centers. The private sector will be expected to provide innovative solutions related to the delivery of the project including investment and revenue generation opportunities. The key improvement is transforming the centers to operate under a single advanced active traffic management system platform.

The transportation operations centers are located in Northern Virginia, Richmond, Hampton Roads, Salem and Staunton.
